Empowerment can be defined as the process of being released to develop and grow to full potential. It is talked about a great deal in transformational development. But how do we measure it, establish a score for how empowered we are, and track progress over time? Personal empowerment levels can be tracked by carrying out the Personal Empowerment Index.

Open the toolThe PEI is a simple participatory tool that measures the level to which an individual controls the four components that contribute to empowerment:
- Level of control over one's health
- Level of control over one's personal income
- Level of control over personal expenditure
- Level of control over one's micro-political environment
A self-test against these four components shows where empowerment is strong and where it is constrained, and repeating the exercise over time tracks personal progress.
